Decision matrix (weighted / Pugh)

Weighted decision matrices and Pugh concept selection, with the arithmetic done for you. Weights are normalised and checked (two levels with groups) and scores can use any scale. Measured criteria such as cost or latency are rescaled onto that scale, and must-have knock-outs exclude an option whatever its total. You get totals, a ranking and a highlighted winner, plus the question a steering committee actually asks: how far would one weight have to move before the answer changed? It is answered for every challenger, alongside dominated options and criteria that separate nothing. Write +/S/− against a datum and the same notation becomes a Pugh matrix with Σ+, ΣS, Σ− and a weighted net.
